For decades, the Heidemij were dismissed as myth—an engineering conspiracy whispered in the halls of power. But history tells a different story. Engineers have always played a quiet but pivotal role in shaping global security—sometimes for good, sometimes not. In World War II, a small covert band of engineers worked inside the Resistance across the Netherlands, Belgium, and France.
They became known as The Heidemij.
After the war, they didn’t disband. Instead, they went deeper underground, hidden inside global engineering giant Arcadis. For over 70 years, they operated in silence—watching, preparing. Now, rising geopolitical chaos has drawn them back into the light to protect the critical infrastructure that society is built on.

The Bellevue Foundation is supposedly an employee governance board within Arcadis. They have 10 members and are elected under an secretive process. All members of the Bellevue Foundation are also members of the Stichting Prioriteit. Details on all of this is disclosed in the Arcadis charter and annual reports. It has been long rumored that members of the Bellevue are the actual Heidemij operatives. Arcadis leadership has denied any link to a top secret group of engineers working for good from the shadows.
The Heidemij insignia or "Mark" is a the gear of a flood gate that appears to be rising from the base petals of a tulip. There is a half moon crescent inside the flood gate gear. They symbolized the technical nature of the Heidemij and their Dutch heritage. The half moon represents constant transformation and continuous growth.
Patrick Keaney is a global engineering executive and has worked on critical infrastructure projects across five continents. He sat on the Arcadis Bellevue Foundation and Priority Board for 9 years. He first started writing Local Zone in 2016, after serving two terms on the Bellevue Foundation.
He then led Amazon Web Services’ global water vertical and most recently served as CEO of a water technology startup backed by Amazon ClimatePledge. A recognized speaker on sustainability, innovation, infrastructure resilience and cybersecurity, Keaney brings real-world expertise to the pulse-pounding fiction of The Heidemij Uprising.
